Required Documents for New Connection
Applicants must attach the following with the application form:
- Proof of Ownership – As determined by DISCO.
- Affidavit – On Rs. 50/- non-judicial stamp paper stating:
- No previous connection exists.
- The applicant will pay any outstanding dues if discovered later.
- The applicant is not a defaulter of any DISCO.
- No Objection Certificate (NOC) – If the applicant is a tenant.
- CNIC Copies – Attested copies of applicant and a witness. For tenancy, landlord’s CNIC is also required.
- For Companies:
- Certificate of Incorporation
- Board Resolution authorizing signatory
- List of Directors with CNIC copies
- Approved Map/Site Plan/LOP or NOC – Required from the relevant authority (waived for rural areas or approved housing societies).
- Wiring Test Report – Issued by Electric Inspector or authorized wiring contractor.
- Environmental NOC – For stone crushing plants, along with a dust-protected metering installation room.

Connection charges are payable as per NEPRA-approved rates under:

IESCO Temporary Electricity Connection
Temporary Connection
Applicants can apply for a temporary electricity connection through DISCO (Distribution Company) for the following purposes:
- Construction of houses
- Construction of buildings and plazas
- Lighting and illumination for weddings, festivals, exhibitions, political or religious events
- Testing of industrial equipment
- Any other short-term requirement
Procedure for Temporary Connection
For Construction:
- A temporary connection is provided initially for six months, extendable in periods of three months until project completion.
- Applications must be submitted on the prescribed New Connection Application Form (Annex-I) to the competent load sanctioning officer.
- The connection will be strictly used for temporary purposes only.
Required Documents:
- Proof of ownership of the premises.
- If the applicant is not the owner, an affidavit (Rs. 50/- stamp paper) from the owner authorizing the application and accepting responsibility for dues.
- Attested CNIC copies of the applicant and a witness. For tenancy cases, CNIC of the landlord/owner is also required.
- For housing schemes, societies, commercial plazas, industries, or high-rise projects, evidence of layout plan/NOC submission with the civic agency (not required for individual houses).
Payments & Security Deposit:
- Applicants will receive a Demand Notice for capital cost, connection charges, and security deposit.
- Security deposit equals the estimated consumption cost during the temporary period.
- The deposit is refundable at disconnection or adjustable if converted into a permanent connection.
- Regular bills based on actual consumption must also be paid.
Other Temporary Purposes:
For illumination, testing, events, or short-term needs, connections are provided for a period not exceeding two weeks.
- Application form (Annex-I), CNIC copy, and payment of charges are required.
- For political gatherings, an NOC from local administration (Deputy Commissioner/Assistant Commissioner) is mandatory.
- Security deposit terms are the same as above.
Extension, Disconnection, or Conversion to Regular Connection
- Temporary connections are given for a fixed time and disconnected after expiry unless extended on consumer request.
- Extensions must be applied for one week before expiry.
- DISCO may disconnect without notice if the connection is misused or used permanently.
- Where layout plans/NOCs are pending, temporary connections may continue for up to six months.
- After disconnection, material/equipment remains property of DISCO. Consumers may get cost reimbursement at depreciated rates.
- If a permanent connection is later applied for at the same premises, existing equipment/meters may be reused, and tariff updated.
Shifting of Temporary Connection:
If an applicant requests shifting:
- New site must be within DISCO’s jurisdiction.
- New premises must belong to the applicant, heir, or legal lessee.
- Applicant must pay:
- Shifting & installation charges @10% of original material cost
- Cost of any new/extra material (with 12% store handling)
- 8% of extra material cost as installation charges
- All outstanding dues
- Technical limits of feeder/transformer must allow shifting.
Disconnection and Reconnection Policy
Electricity connections can be disconnected or reconnected by DISCOs (Distribution Companies) under specific rules. Below is a simplified guide for consumers.
Grounds for Disconnection
A premises may face disconnection if:
- The consumer fails to pay electricity bills (becomes a defaulter).
- Electricity theft or illegal reconnection is detected.
- Load is extended beyond the sanctioned limit.
- The consumer misuses tariff or uses electricity for unauthorized purposes.
- The consumer submits a written request for disconnection.
- Fresh bank guarantee is not provided within 30 days of expiry.
Disconnection Procedure
- Consumers must pay electricity bills by the due date (or with late surcharge after due date).
- A connection cannot be disconnected for non-payment of just one bill.
- If dues remain unpaid for two consecutive months, DISCO issues a 7-day notice with the second month’s bill.
- Disconnection occurs after expiry of the notice if payment is not made.
- If bills for three months remain unpaid, DISCO may permanently disconnect the supply by issuing an Equipment Removal Order (ERO).
Important Notes:
- If payment installments are approved by DISCO, supply will not be disconnected (unless consumer defaults on installments).
- If multiple connections exist in one premises, only the defaulting one is affected.
- If one owner has several connections, dues of a defaulting meter may be transferred to other active connections.
- Consumers who have filed a billing dispute with NEPRA and obtained restraining orders will not face disconnection.
Temporary Disconnection on Consumer’s Request
Consumers may request temporary disconnection for up to 11 months if:
- Final bill up to the request date is paid.
- Minimum/fixed charges are not applicable during the disconnection period.
- No reconnection fee applies if reconnection is requested within 7 days of expiry.
After the approved period ends, fixed charges will apply even if supply is not restored.
Permanent Disconnection on Consumer’s Request
- A consumer may apply to the load sanctioning officer for permanent disconnection.
- After payment of the final bill, an order is issued and equipment is removed.
- Once permanently disconnected, the consumer is not responsible for any misuse of supply.
Reconnection Policy
A disconnected premises can be reconnected within 10 years, subject to:
- Clearance of outstanding dues (full or installments).
- Payment of minimum/fixed charges.
- Cost of required material.
Material Policy:
- If reconnection is requested within 365 days, no material cost is charged.
- Between 1–3 years, consumers get credit for depreciated value of removed material.
- After 3 years, no credit is given.
- After 10 years, reconnection is not possible – consumers must apply for a new connection.
Security Deposit for Reconnection
- If the original deposit is not adjusted and disconnection is under 365 days → no new deposit.
- If adjusted against arrears → only adjusted amount is recharged.
- If disconnection is beyond 365 days → deposit recalculated at prevailing rates.
New Connection Instead of Reconnection
- Consumers with disconnection of more than 3 years (up to 10 years) may opt for a new connection after clearing all dues.
- No charges for old fixed/minimum charges or reconnection fees.
- Old security deposits may be adjusted.
- After 10 years, reconnection is not allowed – only a new connection is possible.
Declared Null and Void Disconnections
If NEPRA, POI, or a court declares a disconnection illegal, no charges (reconnection fee, fixed charges, deposits, or material cost) will apply.
Recovery of Dues
- DISCOs take legal action against defaulters for outstanding bills.
- From time to time, packages/schemes may be offered for settlement of arrears.
Consumer Complaints
Consumers may face issues related to new connections, billing, meter reading, or electricity supply failures. To resolve these, DISCOs (Distribution Companies) have set up Consumer Service Centers and One Window Operations where complaints are registered, acknowledged, and resolved within specified timelines.
How to Register a Complaint
- Visit your nearest DISCO Consumer Service Center or One Window Operation.
- Submit your complaint and receive an acknowledgment slip with a timeline for resolution.
- Consumers may also use the online complaint management system (available on DISCO websites).
Complaints Regarding New Connections
- Non-availability of forms or contracts.
- Delay in demand notices or connection processing.
- All such complaints must be resolved as per procedure and timeline defined in the service manual.
Complaints Regarding Billing
Common billing issues include:
- Wrong meter reading or calculation errors → resolved within 7 days.
- Tariff change issues → resolved within 30 days.
- Defective meter replacement → within 2 billing cycles.
- Wrong application of Late Payment Surcharge (LPS) → corrected within 3 days.
- Extension of due date or waiver of LPS → within 3 days.
- Detection bill complaints → resolved within 15 days.
- First bill for a new connection → issued within 2 months.
- Inclusion of paid amounts not reflected in next bill → corrected same day by Revenue Officer/Bank/Post Office Incharge.
- Duplicate bills → available same day from service centers or downloadable from DISCO websites.

- Leakage of current – attended immediately.

- Individual consumer complaints.
